Any person actively serving in a law enforcement agency would count as a "cop", so thus a secret agent or government agent would fall under that rule. Fake cover doesn't count, either. However, ex-cops would be permitted, given that they are not actively affiliated with and working with a law enforcement agency. Play your rugged private detectives to your hearts desire.
